Ruto orders conversion of all Nairobi constituencies into sub-counties

President William Ruto has announced a major administrative overhaul in Nairobi, directing that each of the constituencies be converted to sub-counties to enhance service delivery.

Currently, there are 11 sub-counties as compared to 17 constituencies in the city.

This, Ruto noted, has over the years made it difficult for the residents to access crucial services, hence the need to streamline it.

Speaking when he met the officials of the national government administration in Nairobi, Ruto highlighted the challenges faced, especially by the youth, during the recruitment exercises into the security service.

“I want to announce in this meeting that every constituency in Nairobi will be a sub-county,” he said as he instructed Interior Cabinet Secretary Kithure Kindiki to implement it immediately.

“Nairobi has over five million people, and it is important that we have proper structures for better management so that these people can no longer experience challenges that we have had for long,” Ruto said.

Embakasi, for instance, which was one of the eight constituencies of Nairobi province with five constituencies, will see each of them function independently as an administrative unit.

They will have all the relevant structures right from the office of the deputy county commissioner down to the assistant chief.

The head of state at the same time addressed the professional development of current administrative officers.

He assured them of consideration for promotion when higher positions become available.

“In our program to fill the positions in the administration, experience counts for us; if someone has become an assistant chief the position of assistant county commissioner is so near because they understand their roles,” he stated.

He pointed out that so long as they possess the necessary qualifications and have with good track record anyone will be given priority.

“So, my instructions Prof (Kindiki), is that as you look for ACCs, give priority to those members who are chiefs now and with the requisite qualifications to move to the next level,” Ruto said.
