Moi University Vice Chancellor Isaac Kosgey Placed on 8-Month Compulsory Leave

Addressing the press on Saturday, February 1, the council chairperson, Noah Midamba, revealed the decision was reached during a meeting held on Thursday and Friday this week. 

Midamba noted that the decision to grant Kosgey an 8-month leave followed an inquiry that revealed that the Vice Chancellor had accumulated a substantial number of leave days since his appointment to the top role.

According to the council chairperson, the continuous accumulation of leave days by the Vice Chancellor exposed the institution to audit queries. 

“According to Section 28 of the Employment Act (2007), the Public Service Human Resource and Procedure Manual 2016, and Clause 10 of your employment contract provide for 45 working leave days per annum. However, it has come to the notice of the University Council that you have accumulated a substantial number of leave days equivalent to eight months,” the council noted.

“The above notwithstanding, leave is necessary for rest and rejuvenation for an employee’s health and performance. Based on the above, the University Council has unanimously resolved in its meeting held today on January 30, 2025, that you proceed on 8-month leave.”

The council chairperson also disclosed that the two university Deputy Vice-Chancellors, Isaac Kimengi and Henry Kiriamiti, had also been sent on a one-year sabbatical leave.

Further, the new council also suspended the university’s chief finance officer and legal officers pending the outcome of the ongoing investigations.

Following the radical changes, the council chairperson confirmed the appointment of Professor Kiplagat Kotut as the acting University Vice-Chancellor.

The new council was appointed by Education Cabinet Secretary Julius Ogamba this month and mandated to bring order to the troubled university.

In a Kenya Gazette notice dated January 17, Ogamba appointed Ronald Wasike, Mercy Nyambura Kanyara, Edwin Sambili, and Anne Weceke Makori as members of the new council.

The CS similarly revoked the appointments of Clara Samiji Momanyi, Christopher Khaemba, Eusilah Jepkosgei Ngeny, and Susan Amlango Aletia.
